Bengaluru has implemented a new e-Khata processing system which will help applicants who have experienced delays in their application processing. The city's municipal body has established a revolutionary regulation which enables automatic approval of e-Khata applications after five working days of inactivity. No more chasing officials. No more middlemen. No more delays sitting in someone's inbox. Here is everything you need to know about this new rule, how it works, and what it means for you as a property owner.
What Is the New 5-Day Auto-Approval Rule for e-Khata?
The Greater Bengaluru Authority (GBA) has set a five-day turnaround time on e-khata application processing. Applications that have not yet been approved by a staff member will automatically convert to an approved status as soon as the deadline has passed.
Special Commissioner Munish Moudgil confirmed this in an official statement, "If a final e-Khata application is not attended to within five working days, the system will automatically initiate approval. So no one can hold up citizen requests in the system."
This is a significant shift. Earlier, applications could stall indefinitely due to bureaucratic bottlenecks, leaving property owners in limbo especially during transactions, loan approvals, or registration processes.

How Does the Auto-Approval Mechanism Work?
The auto-approval is built directly into the e-Khata portal's backend. Here is a step-by-step breakdown of how the process flows:
Step 1: The property owner completes the e-Khata application process through the online portal.
Step 2: The application process begins when the concerned official receives the application document.
Step 3: The system tracks the timestamp from the date of submission.
Step 4: The system marks the application as pending because the official failed to take action during the five working day period.
Step 5: The system automatically approves the e-Khata request which results in issuance without the need for manual approval.
GBA has stated that approximately 99% of applications are already being processed within four to five days. The auto-approval acts as a failsafe for the remaining edge cases.

What Is e-Khata and Why Does It Matter?
The digital version of traditional khata certificates which serve as legal documents for property ownership in Bengaluru operates through e-Khata. The city's municipal authority introduced the system in October 2024 to replace traditional paper-based khata documents which Bruhat Bengaluru Mahanagara Palike (BBMP) had used before.
Why Was e-Khata Introduced?
- To eliminate fraud in property ownership records
- To reduce dependency on physical office visits and middlemen
- To speed up property transactions and bank loan approvals
- To create a transparent, verifiable, and downloadable ownership document
- To digitise land records across Bengaluru's rapidly expanding jurisdiction
When it launched, the promise was a 48-hour turnaround. Reality did not always match that timeline, which is exactly why the 5-day auto-approval rule has now been enforced.
Who Benefits From This Rule?
For Individual Property Owners
- No more waiting weeks with no status update
- Assurance that the system cannot be deliberately stalled
- Legal protection through a time-bound process
For Homebuyers
- Faster access to ownership documents during property purchase
- Reduced risk of delays affecting loan disbursements
For Developers and Housing Societies
- Large-scale projects involving multiple properties can move faster
- Less paperwork pile-up during registration and transfer processes

Where to File a Complaint If Your E-Khata Is Still Delayed?
Even with auto-approval in place, if you face issues with your application, GBA has set up dedicated grievance channels:
- Official grievance portal: https://support.bbmpgov.in/ehelpline/
- WhatsApp helpline number: 9480683695
- Both channels handle individual case queries and technical submission issues
10 Lakh e-Khatas to Be Distributed in April 2025
Karnataka Deputy Chief Minister D. K. Shivakumar announced that over 10 lakh e-Khata certificates will be distributed in April as part of Bengaluru's property digitisation drive. A special distribution campaign has been planned for the third Sunday of April, where certificates will be issued directly to citizens in a streamlined event.
This large-scale push signals that the government is treating e-Khata not just as a technical upgrade, but as a civic mission, one that directly affects lakhs of Bengaluru households.
What Should You Do Now?
If you haven't received your e-Khata yet or applied for a new one, it is a great time to do so. The entire process is done electronically; there will be no need to visit our office in person. In addition, you now have legal assurance that your application will not be ignored longer than 5 working days after submission.
Make sure that all your documents are organized for quick and easy auto-approval. Incomplete applications will be delayed during verification. When submitting your application, be sure to accurately duplicate your application tracking number and call our helpline if you are concerned about your e-Khata status.

Ans 1. Under the new rule introduced by the Greater Bengaluru Authority (GBA), if an e-Khata application is not processed by the concerned official within five working days, the system will automatically approve it. This ensures no application can be indefinitely stalled due to administrative delays or deliberate hold-ups.
Ans 2. If your application has not been acted upon within five working days, the e-Khata portal's backend system will automatically trigger an approval. You do not need to follow up with any official, the system handles it without manual intervention.
Ans 3. Yes. The entire E-Khata application process is fully online. Property owners do not need to visit any BBMP or GBA office at any stage. Applications are submitted, tracked, approved, and downloaded entirely through the official digital portal.
Ans 4. You can apply for e-Khata through the official BBMP/GBA property portal. For grievances or application-related issues, you can visit the dedicated support portal at https://support.bbmpgov.in/ehelpline/ or contact the WhatsApp helpline at 9480683695.

It is accepted by banks for home loan processing, required during property registration and transfer, and serves as official proof of municipal ownership record , the same as the traditional khata certificate it replaces.
Ans 6. If your application has crossed five working days and you have not received an auto-approval or any update, you should raise a grievance through the official support portal at https://support.bbmpgov.in/ehelpline/.
Ans 7. No. The auto-approval mechanism is designed for correctly submitted and complete applications that are simply pending action by an official. If your application has errors, missing documents, or data mismatches, it may be held at the verification stage and will require correction before the five-day clock applies.
Ans 8. Yes. Once your e-Khata is approved, you can download and verify your certificate entirely online through the official portal without visiting any government office. The digital record is accessible anytime and can be shared directly with banks, buyers, or registration authorities as needed.
Ans 9. E-Khata is fully digital, while older Khata required physical visits, paperwork and manual processing through Bruhat Bengaluru Mahanagara Palike.
Ans 10. Yes, practically speaking, e-Khata has become a near-essential document for property transactions in Bengaluru. Buyers, banks, and sub-registrar offices increasingly require a valid Khata now in its digital form before processing sales, transfers, or loan disbursements. Not having an e-Khata can delay or block your property sale.
