Uttar Pradesh to implement e-registration in 2 phases


June 22, 2024: Uttar Pradesh (UP) Chief Minister Yogi Adityanath issued crucial directives regarding the Online Registration Rules 2024 to the state's Stamp and Registration Department, according to media reports. The state government is set to introduce e-registration soon.

Emphasizing the importance of transitioning to an online system for stamp and registration to enhance convenience, improve record-keeping, and streamline data management, the CM urged swift drafting and presentation of the guidelines.

To ensure transparency in registrations and e-registrations, the process will be conducted exclusively through government-approved and RERA-approved agencies. The e-filing will involve bank file 6 (1), rental agreements up to 12 months, and documents under sections 18 and 89 of the Registration Act 1908.

Media reports indicate that e-registration will be rolled out in two phases. Phase 1 will focus on approving government agencies, development authorities, and industrial development authorities for sale deeds, agreements, and lease deeds. Phase 2 will extend these approvals to institutions accredited by RERA.

Currently, physical presence is mandatory during registration procedures. However, with the implementation of e-registration, these processes can be completed online following KYC and Aadhaar verification. This move aims to enhance user-friendliness and eliminate intermediaries from property registration processes.

Additionally, reports state that the CM has instructed to reduce stamp registration charges for rental agreements involving residential, non-residential, and commercial properties.
