Suraksha Group plans to invest another ₹3,000 crore over the next two years to complete pending Jaypee Infratech housing projects and hand over around 20,000 homes to buyers by 2028, marking a major push to resolve long-running construction delays in Noida’s Jaypee Wishtown.
The company, which took control of Jaypee Infratech through the insolvency resolution process, has already invested about ₹1,500–2,000 crore in construction. It said more than half of the planned construction has now been completed.
84 towers completed so far
When Suraksha Group took over operations, 159 towers were stalled. According to the company, construction has now been completed on 84 towers comprising 7,913 dwelling units.
Around 5,000 units have already been handed over to homebuyers, while possession of nearly 3,000 completed homes is still pending because some buyers have not yet come forward to take possession.
Suraksha Group promoter Sudhir Valia said the company expects to complete and hand over the remaining homes by March 2028. However, the timeline could extend by up to six months, to September 2028, if the National Green Tribunal imposes a construction ban during the winter pollution season.
The company has also indicated that it is currently spending around ₹80–100 crore every month on construction.
How will Suraksha fund the remaining construction?
The developer expects several sources of cash flow to support the completion programme.
It expects to receive around ₹1,800–2,000 crore in customer receivables. The company also expects approximately ₹500 crore annually from toll collections on the Yamuna Expressway.
In addition, Suraksha plans to generate funds from the sale of around 2,000 unsold housing units.
This funding structure is important because completion of stalled projects depends not only on construction activity but also on maintaining sufficient cash flow until possession is delivered.
Jaypee homebuyers still face a mixed situation
For thousands of Jaypee homebuyers, the latest announcement provides a clearer delivery timeline after years of uncertainty. However, completion of construction does not automatically mean every buyer will receive possession immediately.
Suraksha said around 3,000 completed units are awaiting possession because buyers have not yet approached the company.
The company has also said that its immediate priority over the past two years has been to restart stalled projects and fulfil commitments to existing homebuyers before moving into fresh development.
Three new townships planned across Noida region
Alongside completing the existing Jaypee projects, Suraksha Group plans to expand its development pipeline.
The company has announced three integrated townships spread across about 465 acres in Noida, Greater Noida and along the Yamuna Expressway.
The projects are:
- City of the Ganges
- Enterprise City
- Yamuna Smart City
Two of these developments will be residential, while one will have an industrial focus. The planned township sizes are approximately 256 acres, 124 acres, and 85 acres.
The projects are expected to be launched during the current and next financial years.
What this means for Noida real estate
The developments are significant for the wider Noida and Yamuna Expressway property market. Completing the long-stalled Jaypee inventory could bring a substantial amount of housing stock into the occupied market while improving infrastructure utilisation around existing townships.
Suraksha's planned new projects also indicate that the company sees further demand across the Noida-Greater Noida-Yamuna Expressway belt.
For existing Jaypee buyers, however, the more immediate issue remains delivery. The March 2028 target, with a possible extension to September because of an NGT construction ban, gives buyers a defined timeline. Still, buyers will need to monitor progress through actual construction and possession milestones.
Jaypee Infratech's insolvency journey
Jaypee Infratech entered the Corporate Insolvency Resolution Process (CIRP) in August 2017 following an application by an IDBI Bank-led consortium.
The National Company Law Tribunal approved Suraksha Group's resolution plan on March 7, 2023. Under its resolution plan, Suraksha offered lenders more than 2,500 acres of land and nearly ₹1,300 crore through non-convertible debentures, besides committing to completing stalled projects.
The latest ₹3,000-crore investment commitment therefore represents another significant phase in the effort to bring the delayed projects towards completion.
What Jaypee homebuyers should watch
For existing buyers, the next few milestones will matter more than the headline investment figure:
- Construction progress across the remaining stalled towers
- Possession schedules issued for individual units
- Completion of essential township infrastructure
- Status of approvals and completion certificates
- Any seasonal construction restrictions imposed by environmental authorities
- Actual handover of completed apartments
The company has already moved a substantial portion of the stalled inventory towards completion. The challenge now is to maintain construction momentum and convert that progress into possession for the remaining homebuyers. Buyers should also verify project approvals, registration details and other documents before relying solely on a possession timeline.
Buyers who continue to face delays should also understand their legal rights in case of possession delays, particularly the remedies available under RERA.
