Hyderabad: Eligibility, not political connections, will determine who receives flats under Telangana's Indiramma Towers housing programme, Revenue and Housing Minister Ponguleti Srinivas Reddy said on October 14. The announcement came as the state began work on additional housing towers at Pocharam in Medchal-Malkajgiri district.
The minister said 480 beneficiaries in the Medchal constituency had already been selected through a public draw after scrutiny of online applications and verification of eligibility. The government plans to invite applications for the next phase of the urban housing programme soon.
The scheme is intended for eligible low-income households in Hyderabad's Core Urban Region Economy (CURE). The government says it wants to build homes closer to established residential areas and workplaces, rather than move beneficiaries to distant locations where commuting could affect their livelihoods.

How Will Indiramma Towers Flats Be Allotted?
The government says applicants must meet the scheme's eligibility requirements before receiving a flat. In Medchal, the 480 selected beneficiaries were chosen after online applications were scrutinised and eligibility was verified.
The proposed locations of the new towers form part of Telangana's broader effort to expand Indiramma housing and LIG towers in Hyderabad.
The minister said flats were intended for eligible local residents who did not already own homes. Applicants should consult the relevant notification for the complete rules, including any applicable reservation categories, documentation requirements and constituency-specific conditions.
A public draw helps determine selection where demand exceeds the number of available units. However, submitting an application does not guarantee allotment. Applicants must first qualify under the applicable scheme rules.
The government has also said that allocation will not depend on whether a constituency is represented by the ruling Congress or an opposition party.
Applicants should check their application status and follow official instructions through the Telangana Housing Board.
Second Phase Applications Expected Soon
Ponguleti said applications for the second phase of Indiramma Towers in the CURE region would be invited soon. Eligible applicants who were not selected earlier, along with new applicants, are expected to have another opportunity under subsequent phases.
The statement does not mean that a new application window is already open. Applicants should wait for the relevant notification and check its dates, eligibility conditions and submission process.
The government has reported that tenders for construction work had been completed in 23 constituencies, with foundation stones laid at six locations. These figures indicate progress in the rollout but do not establish how many homes have been completed or are ready for occupation.
The construction schedule will be important for applicants waiting for possession. The minister has set a target of handing over the first-phase homes by the Bathukamma festival in 2027.
Why the Location of Affordable Housing Matters
The CURE programme is designed around a practical problem faced by lower-income households in large cities: affordable homes can be difficult to find near places of work.
Moving residents far from employment centres can increase transport expenses and commute times. It may also make access to schools, healthcare and other services more difficult.
Telangana Chief Minister A. Revanth Reddy said in July that Indiramma homes in the CURE region should be developed within established residential areas. Officials were asked to identify unused government land, including land held by departments such as police, revenue and transport.
Government-backed affordable housing schemes across India's major cities reflect different approaches to helping eligible households access formal housing.
The government's July announcement outlined an initial plan for 7,680 flats across 17 Assembly constituencies. Each flat was described as having a built-up area of approximately 528 square feet and a carpet area of around 400 square feet.
The same announcement estimated the construction cost at around ₹11 lakh per flat. It said the government would provide a subsidy of ₹5 lakh, with a beneficiary contribution of ₹6 lakh, while the government would bear the land cost.
These figures relate to the stated first-phase plan. Applicants should check their specific allotment terms rather than assume that the same payment structure applies to every unit or phase.
What Will Beneficiaries Own?
The housing minister said selected beneficiaries would receive registered ownership of their flats, including the associated share of land, without registration charges.
This is an important distinction for households assessing the value of the scheme. The cost of construction, the beneficiary's contribution, registration charges and the terms of ownership are separate matters.
Ownership documentation and registration requirements are separate considerations, as illustrated by Telangana's rules for registering eligible properties under Section 22-A.
Applicants should obtain the applicable allotment documents and confirm the amount payable, payment schedule, ownership conditions and any other charges before making financial commitments.
The waiver of registration charges should not automatically be interpreted as meaning that every aspect of the home is free. The official July announcement, for example, set out a beneficiary contribution for the specified first-phase flats.
Urban Towers and Rural Indiramma Housing Are Different
Telangana is also implementing the rural Indiramma Indlu housing programme. Although both initiatives fall under the state's wider housing effort, the two programmes have different delivery models.
Telangana's wider housing schemes for eligible households include initiatives with different eligibility conditions and methods of delivering housing assistance.
The minister said 4.50 lakh houses had been sanctioned in the first phase of the rural programme, with assistance of ₹5 lakh per house. More than 2.20 lakh houses had been completed at the time of his announcement. A further 2.50 lakh houses had been sanctioned under the second phase.
The rural programme provides assistance to eligible households under its own rules. Indiramma Towers, by contrast, involves flats in multi-storey urban developments, with eligibility checks and an allotment process specific to the CURE programme.
Applicants should use the notification for the scheme they have applied to rather than rely on eligibility or payment details published for another housing initiative.
What Applicants Should Do Now
Households interested in Indiramma Towers should monitor official announcements from the Telangana Housing Board.
Applicants should:
- Check the status of their existing application.
- Confirm that their personal details and constituency information are correct.
- Review the latest eligibility and documentation requirements.
- Follow official instructions for allotment and payments.
- Keep application acknowledgements and payment receipts.
- Avoid intermediaries who promise guaranteed allotment in exchange for money.
The next application phase may provide another opportunity for eligible households, but the dates and procedures need to be confirmed through an official notification.
What Happens Next?
The government's latest announcement establishes eligibility as the stated basis for allocation and signals that applications for a subsequent phase are expected soon.
The next milestones are the release of application details, continued construction and verification of beneficiaries. The government's handover target is the Bathukamma festival in 2027, although actual possession will depend on construction and implementation progress.
For households waiting for affordable housing in Hyderabad, the scheme's impact will ultimately depend on whether homes are completed on schedule, allocation rules are applied consistently and beneficiaries can take possession on the announced terms.
