Dharavi Project: 94,500 Tenants Get IDs, 70K Homes Surveyed

Navbharat Mega Developers Private Limited (NMDPL), the Special Purpose Vehicle (SPV) created by the Adani Group in conjunction with the Maharashtra government, announced on April 13 that it has made substantial progress on the Dharavi Redevelopment Project.

As per the company, there have been over 94,500 tenants assigned unique ID numbers as part of the ongoing survey, while over one lakh structures have also been mapped, including about 70,000 households surveyed.

Clarifying Concerns Over Affidavits

With increasing levels of anxiety among residents, particularly in response to reports of affidavits being collected against the will of occupied ground-floor dwellings, NMDPL emphatically denied such actions. The company stated that all affidavits are being collected in accordance with the October 4, 2024 Government Resolution (GR).

These affidavits, NMDPL stated, are required only for upper-floor residents, to help establish their eligibility for rehabilitation outside Dharavi. Since many upper-floor residents lack official ownership documentation, affidavits serve as a legitimate alternative form of proof, as outlined by the government.

Acceptable documents to establish occupancy include:

  • Electricity bill

  • Registered sale or rent agreement

  • Aadhaar card

  • Ration card

  • Passport (with floor details)

  • Or an affidavit certified by a ground-floor resident

What About Ineligible Tenants?

When it comes to residents found ineligible under the project’s rehabilitation criteria, NMDPL confirmed that they will not be left out. Instead, these individuals will be offered 300 sq. ft homes in alternative locations within the Mumbai Metropolitan Region (MMR) at nominal prices.

These homes will be made available through a 12-year payment plan, after which full legal ownership will be granted. Additionally, ineligible residents will have the option to pay a lump sum upfront at any time during this period to gain ownership sooner.

According to NMDPL's approach, even for individuals who do not qualify for free rehabilitation, the use of affordable housing schemes will provide individuals with support. 

Rehabilitation Conditions for Eligible Residents.

Under the Slum Rehabilitation Act of Maharashtra, a resident qualifies for rehabilitation if they can confirm they and their family have lived in a slum for 30 years and will qualify for one 350 sq. ft rehabilitation unit. The SPV is tasked with ensuring that both eligible and qualified ineligible residents are accommodated within the MMR.

The Vision Behind the Project

The Dharavi Redevelopment Project is being hailed as the largest urban renewal initiative in the world and is seen as a critical step in the Maharashtra government’s vision to make Mumbai slum-free.

The project is being executed by Dharavi Redevelopment Project Pvt Ltd (DRPPL)—now renamed Navbharat Mega Developers Pvt Ltd (NMDPL)—a joint venture between the Adani Group and the Government of Maharashtra.

In November 2022, the Adani Group won the redevelopment bid, committing an initial investment of ₹5,069 crore to launch the transformation of Dharavi, one of Asia’s largest and most densely populated informal settlements.

The redevelopment will take place in phases:

  • 7 years for the SPV to build the new homes

  • 17 years total for full completion of the project
