What is the Circle Rate in Delhi?

In Delhi, the circle rate plays a crucial role as it enables the state government to establish rates for different localities, acting as a measure to curb price speculations. Serving as the minimum property price for transactions, the circle rate in Delhi undergoes periodic reviews to ensure alignment with market values. It's important for potential buyers to note that property registration and stamp duties in Delhi are calculated based on the higher declared value, considering the property price as determined by the applicable circle rate in the region or market.

Factors Affecting Circle Rate in Delhi

The circle rate in Delhi varies for different regions based on variables such as:

  • Market Value: The market value of a property is one factor that the government considers when evaluating the circle rates for a specific piece of property in Delhi. Usually, a property's market value is higher than its circle rate.
  • Usage: The usage of the property is another factor that affects its circle rates. Properties being used for commercial purposes have higher circle rates in comparison to the ones being used for residential purposes.
  • Amenities/Facilities:The facilities and amenities available at the property may increase or decrease its circle rates. Properties with advanced amenities, such as a jogging track, guest accommodation, swimming pool, etc., usually have higher circle rates.
  • Location of the Property:The location also plays a critical role in determining the circle rates in Delhi. The circle rate for a property in an average locality is lower than that in a posh area.
  • Type of Construction:Property type also affects circle rates in Delhi. The circle rate for a government property is usually lower than the one constructed by a private real estate developer.

Depending on these variables, the areas are classified into eight groups, from A to H. At the same time, the areas with the highest values and posh facilities fall under category A. However, the areas with the lowest value fall under category H.

How Circle Rate in Delhi is Different from the Market Rate

As mentioned, the government defines circle rates in Delhi. On the other hand, market rates are calculated based on various factors, such as the facilities and amenities available in a given locality. Here are a few pointers to help you differentiate circle rates in Delhi from market rates.

  • Property Registration:Property registration can be done only on circle rates in Delhi. On the other hand, property owners can ask for market rates when selling their properties.
  • Stamp Duty Calculation:Like property registration, the stamp duty charges are also calculated based on the circle rates in Delhi.
  • Revision: Circle rates in Delhi are revised less frequently than market rates. Circle rates cannot be revised more than twice a year. In contrast, market rates fluctuate multiple times depending upon the market condition and demand-supply ratio of the given location.

Agricultural Land Circle Rates in Delhi

Delhi Chief Minister Arvind Kejriwal has recently approved the hike in circle rates in Delhi for agricultural land. The revenue department shared the proposal to hike the circle rates for land near Yamuna Barrage.

For agricultural land, the circle rate was flat at Rs 53 Lakhs per acre of land. However, based on their locations, the tariffs have been increased. Presently, agricultural land is categorised under heads such as green belt villages, urbanised villages, and rural villages.
The new circle rates for the agricultural land based on their location are as follows:

Location of Agriculture Land

New Circle Rates (per acre)

South Delhi and New Delhi

Rs 5 Crores

North, West, Northwest and Southwest Delhi

Rs 3 Crores

Central and Southeast Delhi

Rs 2.5 Crores

Shahadra, Northeast, East Delhi

Rs 2.25 Crores

The rates for urbanised villages in Southwest Delhi are Rs 4 Crores. The rates for remaining rural and urbanised villages will remain the same. These circle rates were last updated in 2008, more than ten years ago.

How to Calculate the Circle Rate in Delhi for Different Property Types

Find below the circle rate calculation formulas to calculate the Delhi circle rate for different types of properties.

  • Independent Plots:To calculate the Delhi circle rate of an independent plot, you need to multiply the plot area by the applicable circle rate amount (per square mtr) based on the locality.
  • Builder Floors:To calculate the Delhi circle rate of a builder floor, multiply the total built-up area by the minimum construction cost of the property. Once done, multiply the product with the age factor applicable to the property.
  • DDA/Society Flats:To calculate the Delhi circle rate of DDA or society flats,, multiply the total built-up area by the minimum construction cost of the property. Then, multiply the product by the age factor applicable to the property.
  • Multi-Storey Apartments:To calculate the Delhi circle rate of a multi-storey apartment, multiply the total built-up area by the property's applicable Delhi circle rate.
  • Residential Houses: To calculate the Delhi circle rate of a built-up residential flat, multiply the total built-up area by the minimum construction cost of the property. Once done, multiply the product by the age factor applicable to the property

Things to Remember When Calculating Circle Rate in Delhi

At the time of calculating the circle rate in Delhi, you need to follow the below-mentioned guidelines:

  • In some cases, circle Rates in Delhi may be higher than the Market Rates.
  • Ensure you provide the correct property-related details to get the right Circle Rate in Delhi.
  • Circle Rates in Delhi are calculated based on the colonies and societies' categories (A to H).
  • The quality of construction, facilities, and amenities available in a specific area also impacts its circle rate in Delhi.
  • The circle rate varies depending on the property's use. Rates for residential use are lower than for commercial purposes.
  • Consider the form of property, whether it is an apartment, an independent house, or a parcel of land.
  • An 'age multiplier' achieves property valuation and sets the circle rate accordingly. Now, look at the age factor that affects Delhi property circle prices.

How to Evaluate a Property Using Circle Rate in Delhi

The value of a property is calculated based on its circle rate in Delhi. Here is how you can evaluate your property with the help of its circle rate.

Step 1: Gather property-related details. You may need to provide details like the plot area, built-up area, floors, building age, amenities, etc.

Step 2: Select the property type depending on its use. The property types include residential, commercial, and agricultural.

Step 3: Find the property's location information. You may need to provide your property's village, district, or tehsil to calculate its value.

Step 4: Calculate the property value by multiplying the built-up area by the circle rate in Delhi for the property's location.

Revision of Circle Rates in Delhi

The Delhi State Government plans to revise the circle rates for residential and commercial properties in the city.

In  August 2023, the Revenue Department submitted a proposal to create sub-categories within the current categories A to H for residential areas. But the Finance Department returned it with objections and suggestions.

The authorities are now revisiting the proposal based on the feedback they have received. They are reconsidering the proposed 35% hike in Delhi Circle rates after receiving input from stakeholders who suggested upgrading or downgrading certain colonies.

  • The minimum rates for residential areas were last increased in 2014.
  • In early August, the circle rates for agricultural property went up from Rs 53 lakh per acre to Rs 2 to 5 crore per area.

How Rising Circle Rate in Delhi Affects Property Prices

Circle rates wield a direct influence on property market rates in Delhi. Buyers are required to register their properties and settle stamp duty charges, a calculation hinging on the prevalent circle rate in Delhi. Importantly, these stamp duty and registration charges stand as additional costs atop the market price negotiated between property buyers and sellers. Consequently, any escalation in the circle rate in Delhi results in a proportional increase in stamp duty charges, contributing to an overall surge in the property's value. Therefore, a rise in the circle rate automatically triggers an upward adjustment in property prices commensurate with the extent of the increase.

The Bottom Line

Finally, it's important to note that the circle rate in Delhi serves as the baseline value below which plots, apartments, or commercial properties cannot be legally sold. Specifically, when it comes to commercial properties, the circle rate in Delhi tends to be higher compared to residential flats. The calculation of circle rates in Delhi involves categorizing localities from A to H, with A being associated with the highest circle rates, encompassing upscale areas in Delhi. Conversely, H represents the category with the lowest circle rates in the city. Apart from the area category, various factors, including the age of the building and multiplying factors, are taken into account during the computation of the circle rate in Delhi.
