Haryana Real Estate Regulatory Authority (HRERA) has directed Ocean Seven Buildtech to pay delay interest to 12 homebuyers of Expressway Towers, an affordable housing project in Sector 109, Gurugram.
The direction comes after years of delay at the project, where buyers have been waiting for their homes beyond the promised possession date. The project has also faced separate regulatory action over its stalled construction and the developer’s compliance with official directions.
Expressway Towers was registered with Haryana RERA on October 13, 2017. Its registration expired on April 12, 2022, after including a six-month extension granted during the Covid-19 pandemic. The project remained incomplete beyond that timeline, according to the authority’s records.
Possession delay remains a concern for buyers
The delay has been a subject of regulatory proceedings for several years. In February 2023, a group of Expressway Towers buyers approached the authorities seeking intervention over the lack of progress at the project.
Haryana RERA subsequently initiated proceedings to examine the project’s status, the developer’s compliance and the steps needed to complete the remaining work.
The latest direction gives 12 allottees a financial remedy for the delay in receiving their homes. However, payment of interest and completion of the project are separate matters. The order does not, by itself, mean that the flats are ready for possession.
The specific interest rate, calculation period and payment deadline for these 12 allottees need to be confirmed from the latest order.
Project has faced repeated regulatory scrutiny
Expressway Towers has been the subject of repeated hearings before Haryana RERA. The authority has raised concerns about the project remaining incomplete and the developer failing to provide the information required by the forensic auditor.
In an order dated September 1, 2025, the authority directed Ocean Seven Buildtech to submit details of the project’s assets and liabilities, along with authenticated data required for the forensic audit. The authority later recorded that the developer had not supplied the requested information despite repeated directions.
The Punjab and Haryana High Court had also directed Haryana RERA in August 2025 to conclude the pending proceedings expeditiously, preferably within four months.
The wider proceedings have examined the project’s financial position and the options available to complete the outstanding construction. The buyers’ association has also sought a way forward for completing the project.
Developer’s licence cancelled in August 2026
The project faced another setback in August 2026, when Haryana’s Department of Town and Country Planning cancelled Ocean Seven Buildtech’s licence for the affordable group housing development in Sector 109.
The department cited prolonged delays, lack of substantial construction progress and non-compliance. The buyers’ association had sought government intervention and explored the possibility of having another developer complete the project.
The licence cancellation is separate from HRERA’s latest direction on delay interest. It adds to the challenges facing the project as buyers continue to await a resolution.
Interest order does not resolve the completion question
For the 12 homebuyers covered by the latest direction, the next issue is whether Ocean Seven Buildtech complies with the order and pays the interest due under its terms.
The larger question remains how and when the incomplete project will be finished. Compensation can address part of the financial impact of delayed possession, but it does not give buyers the certainty of a handover date.
The latest direction is another development in the long-running Expressway Towers dispute. The project’s completion will depend on the outcome of the wider regulatory process and the steps taken to address the work still pending.
