Registration for the e-auction under the DDA Housing Scheme 2023 commenced on November 30, 2023. December 13, 2023: In a noteworthy development, 1500 flats in the Narela, Lok Nayak Puram, and Dwarka regions of New Delhi have been successfully booked. The affordable flats designed for Low-Income Group (LIG) and Economically Weaker Sections (EWS) were quickly claimed. The registration period for the DDA Housing Scheme 2023 commenced on November 24, 2023, with the final date for booking a flat set for March 31, 2024. Bookings for the affordable flats under the DDA Housing Scheme 2023 began on December 11, 2023.

Under this scheme, more than 32,000 houses are available for sale, with the allocation process operating on a First Come, First Serve (FCFS) basis. As of now, the total registrations in the FCFS scheme have surpassed 12,500.

In a prior initiative, the DDA unveiled over 35,000 flats as part of the Diwali Special Housing Scheme in November. This extensive offering included around 4,700 Middle-Income Group (MIG) flats situated in Dwarka Sector 19B, Loknayak Puram, and Narela (Sectors A1 to A4).

The DDA has introduced the DDA Housing Scheme 2023, offering over 4000 flats to citizens. These affordable homes, provided under the DDA Housing Scheme 2023, will be available in 1 BHK, 2 BHK, and 3 BHK configurations.

In a departure from the conventional methods of the DDA housing lottery, the DDA Housing Scheme 2023 will adopt an innovative approach. Unlike rigid time constraints, this scheme allows interested applicants to select their flats at their own convenience.

Allotment of DDA Housing Scheme 2023

DDA will issue the Demand-cum-Allotment letter exclusively through online mode, accessible on the applicant's online portal. To avoid the imposition of interest charges, the allottee must deposit the specified amount within 90 days. Upon payment of the required sum and submission of necessary documents, the possession letter will be issued solely through online mode.

To apply for the DDA Housing Scheme 2021 draw, the following documents are required-

  • Self-attested copy of PAN card
  • Identity proof of the applicant. Any one of the following will be allowed viz passport, government ID card, driving license, ration card, and Aadhar card, among others.

  • Income proof for the EWS category

The allotment process for the DDA Housing Scheme 2023 will utilize a computer-generated draw employing a unique random number technique. This computer-based draw will be conducted in the presence of three independent observers. The results of the draw will be published on the official DDA website.

DDA Housing Scheme 2023 - When to Make Payments 

To pay for DDA flats, you need to generate an e-challan and pay online via the official DDA payment portal. You can make the payment through net banking/RTGS/NEFT. Make sure you make the payment within 90 days of the allotment or demand letter issuance date.

Here’s how one can pay for DDA flats: 

  • Cash payment through NEDT/net banking/RTGS from the allotter’s account via a particular family member’s account.
  • Availing of a housing loan by mortgaging the flat to DDA-recognised institutions
  • Individuals with disabilities can either pay via cash or instalments.

DDA Housing Scheme 2023: How to Make the Payment Online?

Step 1: Visit the DDA Housing Scheme website and click on the Payments link available on the home screen.
Step 2: Choose a suitable property option from DDA Flats/DDA Plots/DDA Group Housing Property, or Cooperative Society.
Step 3: Once done, proceed with your online payment by following the instructions.
Step 4: Provide your login details such as mobile number, challan number, captcha code, etc., to login successfully and complete the payment process.
Note: Make sure you submit the cost of the chosen DDA flat/plot/housing property within 90 days from the date of allotment letter issuance. In case you fail to pay the required amount in the specified duration, the flat allotment will be cancelled and the registration amount will be forfeited.

  • The application money paid will be adjusted against the cost of the flat but will be non-refundable in case of surrender/cancellation.
  • The desirous persons may apply online and will have a choice to book a specific flat on 'First Come First Serve' basis.

  • When a person selects a specific flat online, he/she will be given reasonable time, i.e. 30 minutes, to deposit "application money" online. Earlier, there were two criteria for allotment of EWS flats i.e. individual annual income of the applicant should be less than Rs. 3 lakhs and annual family income is less than Rs. 10 lakhs. All the interested people are requested to apply for allotment of flat in accordance with the above conditions. The Scheme is being launched w.e.f 12.09.2022 and will be in operation till the entire inventory included under the Scheme is disposed of. The IDLI system on DDA.gov.in refers to the "Integrated DDA Land Information System." This is an online portal developed by the Delhi Development Authority (DDA) to provide various services related to land and property in Delhi.

The IDLI system offers a range of services, including:
  1. Property Search: Users can search for properties in Delhi by entering details like the property type, location, and size.
  2. Property Registration: Users can register their property online and get a unique identification number for their property.
  3. Online Payment: Users can make online payments for various DDA services like property registration, land acquisition, and property transfer.

DDA Housing Scheme Allotment 2022 (DDA Scheme 2022)

In a recent development, the DDA has approved the allotment of Economically Weaker Sections flats or EWS flats in Jailorwala and Ashok Vihar areas. These flats are built under the in-situ slum rehabilitation programme of the DDA. The allotment under DDA Scheme 2022 is expected to benefit over 1600 households.

As per the decision taken by the DDA, eligible JJ dwellers of Jailorwala Bagh are to be shifted to 1,675 built-up EWS flats near the JJ cluster. This transfer will be on a payment of Rs 1,71,000 (including Rs 30,000 as maintenance charges for five years).

After the rehabilitation, over 11,129 sq m of land will be available to the DDA. The DDA would auction this land.

In addition to this, the DDA has also approved the allotment of 18 commonwealth games flats to the Ministry of External Affairs. The price of disbursal has been kept at Rs 3,28,400 per sq m. 

DDA Housing Scheme 2022 Features

  • The Delhi Development Authority offers housing units or flats at a discounted price. The prices might increase from April 1st, 2022.
  • The authority will provide a 40 per cent concession in construction cost for EWS (Economically Weaker Sections) at pockets 1A,1B and 1C for housing units in Sector A1 to A4 of Narela.
  • A 10 per cent concession will be provided in construction cost for EWS flats at Sector G7/G8 of Narela.
  • The complete process of housing units’ allotment and possession is being done online.
  • The applicants can avail of the benefits under PMAY if they fulfil the eligibility criteria.
  • An empowered committee has recently approved the provision of physical amenities and social infrastructure in the Narela area. This will include the construction of a 10 km long and 20 m wide road, water supply mechanism, stormwater drains, sewage treatment plant, efficient electricity supply via electric Grid Sub Station (GSS) and installation-cum maintenance of streetlights near Sector G2 and G6 of Narela.
  • DDA Housing Scheme 2021 project will also benefit from the proposed Phase 4 of the Delhi Metro on the Rithala-Bawana-Narela corridor.
  • A recently inaugurated flyover near the project will ensure seamless road connectivity.

DDA Housing Scheme 2022 Eligibility Criteria

DDA Housing Scheme 2023 is targeted towards the provision of housing units at an affordable cost. The applicant must fulfil the following eligibility criteria to apply for the DDA Housing Scheme 2023.

  • The applicant must be an Indian citizen.
  • The applicant must be of 18 years as of the last date of application for the DDA Housing Scheme 2023. A housing unit under the DDA Housing Scheme 2021 will be allotted only to a person or jointly with his wife/dependent if they do not own a plot of more than 67 sq m in Delhi or Delhi Cantonment Area.
  • If a husband and wife apply individually, only one will be allotted a housing unit.
  • The individual income of the applicant or Joint applicant must not exceed Rs 3 lakh per annum, and the household income must not exceed Rs 10 lakh per annum.
  • The applicant must have a PAN number.

The Delhi Development Authority (DDA) is presenting more than 18,000 flats through the DDA Housing Scheme, offering these residences at discounted rates. The primary objective behind the launch of the DDA Housing Scheme 2021 is to provide affordable housing for economically weaker sections of society.

Within the DDA Housing Scheme, eligible candidates can avail the benefits of the Pradhan Mantri Awas Yojana (PMAY) through the Credit Linked Subsidy Scheme (CLSS). This scheme provides a subsidy on the home loan for eligible home buyers purchasing the housing unit, contingent upon meeting the specified eligibility and income criteria.

What are the Benefits of the DDA Housing Scheme Under PMAY?

Under PMAY (Pradhan Mantri Awas Yojana), the credit-linked subsidy scheme can be availed by DDA allottees. The benefits of the DDA housing scheme are as follows: 

  • Subsidy of 6.5% per annum on interest for LIG and EWS category, i.e. loan of up to 6 lakh rupees. 
  • Subsidy of 4% per annum on interest for MIG-1 category, i.e. loan of up 5 lakh rupees,
  • Subsidy of 3% per annum on interest for MIG-2 category, i.e. loan of up 12 lakh rupees.
  • Up to 1.5 lakh rupees of central assistance for new house construction or enhancement for EWS category beneficiaries.
  • The beneficiary receives the interest subsidy in their loan accounts. 
  • Benefits with a maximum of 20 years. 
  • Support of up to 30 sqm to EWS category and 60 sqm to LIG category for acquisition, construction, repurchase or enhancement.  
  • Support of up to 160 sqm. for the MIG-1 category and 200 sqm. for the MIG-2 category. 

Delhi Master Plan 2041 Updates

The Delhi Development Authority (DDA) has revealed that the notification for MPD 41, or Master Plan Delhi 2041, is anticipated by April 2023. The DDA aims to present the MPD 2041 (Delhi Master Plan 2041) to the authorities by December 2022.

Upon finalizing MPD 2041 (Delhi Master Plan 2041), the DDA will forward a letter to the Ministry of Housing and Urban Development for the ultimate approval and notification. The formal notification of the final Master Plan for Delhi is expected by April 2023 or earlier. The delay in the DDA's notification of the Green Development Area is giving rise to unauthorized farmhouses and colonies throughout Delhi. Without Delhi Master Plan 2041, the colonies on the outskirts of Delhi are at risk of transforming into slums without essential amenities.

In fact, many real estate developers are urging the authorities to expedite the notification process for MPD 2041 (Delhi Master Plan 2041).

Farmers and villagers are also eager to receive the new Master Plan as it will pave the way for urban villages with necessary amenities. The GDA policy under Delhi Master Plan 2041 aims to develop designated green belts and developed rural areas in and around the city.

DDA Housing Schemes are some of the most awaited housing projects of the Delhi NCR region. DDA had earlier rolled out applications for DDA Housing Scheme 2021.

DDA offered 900 flats in Jasola and Dwarka for the Higher Income Group (HIG) and Middle-Income Group (MIG) categories. Also, around 275 flats in Manglapuri near Dwarka were a part of this scheme for the Economical Weaker Section (EWS) category. The online registration for DDA Housing Scheme 2021 began on 2nd Jan 2021. The last date of the DDA Housing Scheme 2021 online application form was 16th Feb 2021.

DDA Housing Scheme Flat Surrender Process

Here are a few simple steps allottees need to follow to surrender their flat booked under the DDA Housing Scheme.

Step 1: First, allottees need to get the flat cancellation form. They can visit the authority’s online portal or the DDA office to get the cancellation form.

Step 2: They need to fill out this form by provisioning their basic details, such as name, address, registered mobile number, etc., along with the required property-related details.

Step 3: Once done, they must submit the form with essential documents at Counter 4 of the DDA office. Applicants can also send this form by post as well.

Documents Required to Surrender a DDA Housing Scheme Flat

You need to attach a few major documents with the DDA Housing Scheme 2022 Flat cancellation form.

  • Demand Letter with the Allotment Letter: Original and a Copy
  • Application Form acknowledgement slip: Original and a Copy
  • Bank Passbook for the bank account used to deposit the registration amount: Original and a Copy
  • No-objection certificate (NOC) from the bank who financed the registration amount: Original and a Copy
  • Address Proof: In case the residential address of the allottee has been changed since the last provided
  • A cancelled cheque for the bank account where the allottee wants the authority to deposit the refund

DDA Housing Scheme Surrender Charges/Cancellation Charges

Successful allottees often change their mind after the successful allotment of the housing unit and cancel/surrender the housing unit. However, DDA charges some penalty for the cancellation. The cancellation charges under Delhi Housing Scheme are as follows-

December 1, 2023: In an exciting development, the DDA has floated a premium housing scheme. Under the DDA housing scheme 2023, over 2093 flats are up for grabs. The premium flats are available for Middle Income, High Income, Super-high income categories. Penthouses are also available in the DDA Housing Scheme 2023. The premium flats will be sold through an online auction. The premium houses under the DDA Housing scheme are available in Southwest Delhi's Dwarka Sector 19B and Sector 14 and West Delhi's Loknayak Puram.

The Last date to register for the DDA Housing Scheme is December 29, 2023. The registrations are done after the deposition of a non-refundable amount of Rs 2500.

In addition to this, over 27,000 flats for EWS and LIG categories are already open for registrations under the Diwali Special housing Scheme 2023. The EWS flats will be up for grab from Rs 11.5 lakh, and the LIG flats from Rs 23 lakh. As per the latest DDA housing scheme details, flats will be located at various locations including Narela, Dwarka, Vasant Kunj and Lokanayakpuram. Registrations for DDA Festive Special Housing Scheme 2023 to start from November 24, 2023

November 21, 2023: 
According to an exciting announcement, the Delhi Development Authority (DDA) will start registrations for the Festive Special Housing Scheme 2023 from November 24 2023. The registration of potential buyers for over 32,000 vacant flats will open on November 24. The location of flats available under the scheme is Dwarka in southwest Delhi, Loknayak Puram in west Delhi and Narela in northwest Delhi.The flats will be sold on a first-come, first-serve basis. The DDA will conduct an e-auction for the flats. The registrations for the scheme will be done after the payment of a nominal fee.The authority will give at least 20 days to visit the flat site. Out of the total flats available, over 27,000 flats are for the Lower Income Groups (LIG) and Economically Weaker Sections (EWS).In addition to this, over 1100 flats, including penthouses, are available for the Higher Income Group (HIG). These flats are available in Dwarka 19B, overlooking the Golf Course.

As far as the pricing is concerned, the flats will be priced between Rs 11 lakh to Rs 3 Crore. DDA to start allotment of Flats for Kathputli colony residents in December 2023


October 18, 2023: The Delhi Development Authority has announced that the allotment of flats built for the residents of the Kathputli colony slums will start in December 2023. The flats for the Kathputli Colony residents are built in Shadipur near Karol Bagh, Delhi. The multistorey apartmens built for such residents are in 1 BHK denomination. The construction of Shadipur multistorey flats has missed many deadlines in the past. However, DDA officials have shared that the project is nearing completion, and the allotment will start by the end of 2023. The project has faced incessant delays. The project was awarded in 2008, and work was started by Raheja developers in 2009. The key reasons for the delay were surveying the eligible citizens, relocation of residents to Anand Parbat, and delays in construction.

Over 2300 flats sold under DDA Housing Scheme 2023 within 100 days of launch

October 26, 2023: In an encouraging update, the Delhi Development Authority (DDA) has sold over 2300 flats within just 100 days of the launch of the affordable housing scheme. The DDA housing scheme launched the affordable housing scheme 2023 on a ‘First Come First Serve’ basis on June 30, 2023. The DDA employed several measures like site visits, permission to buy more than one property, and combining apartments to boost sales. All these measures have resulted in the sale of over 2300 flats in just 100 days of the launch of the DDA Housing Scheme 2023. Under DDA Housing Scheme 2023, over 5600 flats were put up for sale in Jasola, Lok Nayak Puram, Rohini, Dwarka, Narela and Siraspur.

In fact, 2 BHK flats in Dwarka, priced between Rs 1 Crore and Rs 1.2 crore, were sold within a few days of the launch of the scheme. At present, the DDA has a total unsold inventory of over 40,000 flats in different parts of the city. Out of the 2300 flats sold, over 800 flats belong to the Economically Weaker Sections (EWS).
